Sometimes he gives what he knows and others he sells what he does or rents what he has. Sometimes he does not receive any more than the satisfaction of having done it, sometimes he exchanges it; he can receive in ecosoles, bitconis or euros. He does not find his site in the constitutions that are based on the property and work while he lives in the reality of the access and the occupation. He does not find his site neither in a legal and fiscal system constructed for companies and workers, and does not practice anything with continued dedication as autonomous. I present you: the collaborative citizen.

Spurred by a crisis, not only economic, this new citizens, polite and connected, had discovered the aptitude to transmit confidence beyond the established circles; they use their little used resources and contribute to the common resources to make them abundant in an insecure zone to the laws limit, municipal licenses, bad neighborhood or the harassment of established businesses. They invent their life.

A new force that acts part-time, in sporadic way, in different networks, without any institutional representation, manages –by action- part of the program city: re-defines areas, spaces and uses; redistributes incomes, provides general services, optimizes resources, generates occupations, diminishes traffic, finances in a collective way the initiatives in that are interesting, share information or adds signatures or presences. It leads.

The collaborative citizens go faster than the cities that host them, than the institutions that guard their interests or the business with which they might collaborate. While ones are re-design their lives, others are seeing threatened his legitimacy or competitiveness. Trains crash or peace pipe?

In this talk we will emphasize the consequences of the emergency of this new urban agent, we will discuss the framework and the actions that could canalize its energy, we will explore the suitability and the limits of this new economy and how put it together with the one that’s it’s allowing us to generate it. Some of the questions that we will formulate us are the following ones:

Can cities continue ignoring his more active citizens? Which position owes or can take the administrations? How this distributed and spontaneous urban planning can join in the city plans and its objectives? Are the rules, taxes and licenses necessary? If the rules change for some ones, should not them change for others also?
